We need a claims system for the server and for players, with support for 3D areas.

For players:

A GriefPrevention like system where they use an item to select the claim region, with X, Y and Z levels set.
A trust system, to allow friends to build on claims
A way to modify flags for trusted and non trusted players

For the server:

WorldGuard like system to make server claim regions, similar to the players' system
More flags for what people are able to do in claims

A basic form of this system for the first release is good enough, we just need to prevent griefing.
